Eugene is a partner in the Commercial Litigation group. He is a high energy, pragmatic and business-minded lawyer with substantial experience in complex, high-value commercial litigation, insolvency and restructuring, and corporate advisory.
Effectively fluent in Mandarin, Eugene has spent time studying in the East China University of Political Science and Law (华东政法大学) and working in an accountancy firm in China and has worked with numerous Chinese clients in deals and disputes in the region.
Prior to joining Kelvin Chia Partnership, Eugene trained and worked in a top-tier litigation firm, and in 2019 founded Ark Law, an independent commercial litigation practice. Eugene’s extensive portfolio of litigation work includes multiple complex cross-border matters, including acting for the subsidiary of a Chinese listed company in a dispute where he obtained a rare post-Judgment freezing injunction, a UAE firm and its shareholder in a cross-border dispute heard in the Singapore International Commercial Court, a trading platform in a dispute involving issues of English and Belize law, a shareholder in a dispute over shareholding of a major crypto company, and a defendant in a highly publicised case involving art fraud allegations with proceedings lodged in Monaco, Switzerland, Hong Kong, Singapore and other jurisdictions. Apart from his work in the Singapore Courts, Eugene has also acted for clients in the Singapore International Arbitration Centre and the Singapore International Mediation Centre in various confidential matters.
Eugene has also taken on advisory roles, including for a listed company in relation to a highly publicised shareholders’ dispute and requisitions of general meeting, various cryptocurrency and blockchain companies and their directors and officers, and a charitable foundation in relation to its projects including medical research and educational development in the third world.
In the field of restructuring and insolvency, Eugene has acted for the liquidators of a pioneering online travel bookings company and creditors holding debts in excess of S$1 million in the Judicial Management of Epicentre Holdings Limited (a listed company), advised Australian liquidators seeking cross-border disclosure orders under the UNCITRAL Model Law on Cross-Border Insolvency, and acted in matters arising from the EMAS Group scheme of arrangement and Ezra Group Chapter 11 proceedings in the US, for creditors in the restructuring of the Hyflux Group (a listed company) and leading commercial hire-purchase financiers in recovery claims and bankruptcy proceedings.
Eugene is an Advocate & Solicitor and a Licensed Insolvency Practitioner. He is also a Member of INSOL International and the Insolvency Practitioners Association of Singapore.
